Under the general direction of the Section Chief of the Multifamily Lending Special Projects Branch within the Division of State Financial Assistance (DSFA), the Housing and Community Development Specialist (HCDS) II serves as a high-level technical expert to the branch’s executive management and is independently responsible for conducting complex research and evaluation, performing analysis, and developing policy and programmatic recommendations for state funded or administered multifamily housing programs across a spectrum of policy priority areas. The HCDS II leads teams responsible for planning, timeline management, reporting, and provides effective and consistent communications internally and externally. The incumbent also leads cross-functional teams to address critical and sensitive Departmental issues, guides analysis, and ensures alignment with strategic and executive priorities and serves as a subject matter expert to branch management for a wide range of housing industry-related matters, working collaboratively in the unit and performing the essential functions as directed.

The Multifamily Lending Special Projects Branch is primarily responsible for overseeing the state-funded affordable housing programs including analysis of proposed legislation affecting new or existing programs, program design, the development of program guidelines or regulations detailing the use and requirements of state funding programs, issuance of Notices of Funding Availability and application forms, application review and funding recommendations, participation in project construction loan closing calls, and issuance of project Standard Agreements with the Department.

Up to 10% overnight travel throughout the state may be required.

This job can be done partly from home and partly from the office, based on California state rules. Sometimes, you may be able to work entirely from home, but the department will decide. You must live in California.

This is a Limited Term Position that may be up to 12 months, or may be extended to 24 months or become permanent at a later date.

HCD Disclosure Requirements

Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be cleared prior to being hired.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Understanding of and experience working in or navigating California’s state affordable housing finance structure
  • Experience with affordable housing programs and policies at the local, state, and/or federal level
  • Experience with some or all of the following housing-related topics: land use, climate-friendly housing, transportation, homeless housing and services
  • Experience analyzing or implementing legislation, statute, and regulations
  • Ability to take initiative, work under pressure to meet deadlines, adapt to changing priorities, and maintain effective and cooperative working relationship
  • Ability to think critically and develop, analyze, and recommend solutions or alternatives
  • Experience and demonstrated ability to use Microsoft Excel for data analysis
  • Excellent written communication skills and ability to pay attention to detail

Statement of Qualifications
